What is the purpose of this project?

The pavement on Oakland Avenue has reached the end of its useful life due to deterioration, requiring the roadway to be replaced. Along with removing the existing pavement, the village will upgrade underground infrastructure by replacing water mains, laterals, and sewers, as well as removing any lead pipes.

How long will this project take?

Construction is scheduled to begin February 2026 and be completed in December 2026.

Will there be construction work during evenings and weekends?

Construction will primarily take place Monday through Friday, from 7 a.m. to 6 p.m. Weekend work may also occur during these hours. Overnight work will be limited and only permitted under special circumstances with project team approval which may include: water main and lateral installation to reduce business disruptions, emergency situations, or time-sensitive tasks like cutting expansion joints in the new concrete roadway.

Is the road going to be wider?

The roadway will remain the same width as prior to construction. The newly constructed roadway will include curb extensions and enhanced bicycle accommodations.

Will Oakland Avenue be closed during construction?

During roadway construction, crews will maintain one lane of traffic in each direction whenever possible. Construction activities may cause long-term full closures of traffic in one direction. Detours will be posted for full closures.

Why is it going to take so long?

This project involves much more than repaving. Crews will work on one side of the street at a time, removing the entire roadway and its base. They’ll replace underground infrastructure, including water mains, sewer lines and private water connections. Several contractors will complete these steps in sequence to prevent overlap. After the utilities are updated, crews will rebuild the roadway base and finish with new concrete pavement.

Can I still get to the businesses on Oakland Avenue during construction?

Yes! Businesses along Oakland Avenue will remain Open for Business during construction. Parking on Oakland Avenue will be prohibited during roadway construction. The construction team is working with the Shorewood Business Improvement District to keep businesses informed about construction and its potential impacts.

Can I put up additional signage to help customers find my business?

Yes! The Village is working with the Shorewood Business Improvement District on additonal signing.

Where can I park during construction?

Parking on Oakland Avenue will be prohibited during roadway construction. A parking location map will be posted on this website during construction. Parking on Oakland Avenue will resume upon the completion of construction.

How do I find out what is happening with the project?

Will first responders be able to access my residence or business during an emergency?

Yes! The project team is coordinating with North Shore Fire Department and Shorewood Police Department throughout construction.

Will there be sidewalk access during construction?

Short-term sidewalk closures are scheduled as part of this project. ADA compliant detours will be posted.

Will my driveway access be impacted?

Property owners impacted will be notified of driveway closures at least 48 hours in advance.

Will I lose my water service during construction?

Short-term water shut-offs are necessary while crews replace water mains and service lines. Some night work is scheduled to accommodate businesses with daytime water needs.

Why are curb extensions (bump-outs) being installed?

Curb extensions make pedestrian crossings safer by reducing the distance to travel across the street. Curb extensions are a traffic-calming measure that increases safety for motorists and pedestrians.

Will Milwaukee County Transit buses still be operating during construction?

The village and project team will work with Milwaukee County Transit System to reroute bus service as needed.

Will a traffic signal be added at Kensington Boulevard?

A traffic signal at the intersection of Oakland Avenue and Kensington Boulevard is not planned as part of this project.
